Regulatory Summary
The Department of the Treasury, the Department of Labor, and the Department of Health and Human Services (the Departments) jointly released the final expanded Health Reimbursement Arrangement (HRA) regulations. The rules allow for two new types of HRAs – an Excepted Benefit HRA and an Individual Coverage HRA (ICHRA). This summary focuses on the ICHRA, which can be integrated with individual health insurance or Medicare and then may be used to pay for individual health coverage or Medicare premiums, as well as any other qualifying medical expenses.
